What is E-Ledger?
E-Ledger is a system that enables the preparation, storage and submission of legal books specified within the scope of the Tax Procedure Law and the Turkish Commercial Code in electronic environment. Keeping traditional ledgers on paper, storing them and notarizing them were both costly and troublesome. With E-Ledger, these obligations have been moved to a completely digital platform.
This system ensures that the books are prepared to a certain standard and sent securely to the Revenue Administration with electronic signature and financial seal. In this way, companies' accounting processes become easier and audit mechanisms work faster and more transparently. Especially thanks to e ledger integration, businesses can connect their accounting software directly to the Revenue Administration system, making the process error-free and automatic.
Which documents does e-ledger allow to be kept electronically?
E-Ledger requires especially two basic ledgers to be kept electronically: the journal and the general ledger (ledger). These two books are the most important accounting records that show the financial movements of the business in detail. Therefore, the e-Ledger system allows all financial statements of the business to be stored transparently and reliably.
Keeping these books electronically allows companies to easily present their past transactions during audits. It also eliminates the risk of documents being lost, damaged or falsified. Thus, businesses both comply with financial legislation and gain significant convenience in archiving processes in the long term.
Who is required to use E-Ledger?
The E-Ledger obligation mainly covers companies whose annual turnover and field of activity meet the specified criteria. For example, businesses with gross sales revenue of 3 million TL or more must switch to e-Ledger application. In addition, the majority of companies that are e-Invoice taxpayers are also included in the scope of e-Ledger.
In addition, the use of e-Ledger is mandatory for taxpayers operating in certain sectors. Sectors such as fuel, mineral oil, tobacco products, e-commerce brokerage platforms and hotel management are examples of these. Therefore, it is necessary to pay attention not only to turnover but also to sector-based regulations. GIB may expand the mandatory scope by publishing updated communiqués every year.
What are the Advantages of E-Ledger Application?
E-Ledger application offers many advantages for both companies and the government. First of all, eliminating the use of paper makes a great environmental contribution. In addition, expenses such as notarization, printing and archiving of books are completely eliminated, thus businesses achieve serious cost savings.
Another advantage is security. Thanks to the electronic signature and financial seal, no tampering or forgery can be made on the e-Ledgers. This makes companies' financial records much more reliable. Additionally, audit processes are accelerated; Documents can be submitted instantly electronically during tax audits or independent audits.
Is There a Penalty for Not Keeping an E-Book?
If a taxpayer within the scope of the E-Ledger obligation does not fulfill this obligation, serious sanctions are applied. According to the Tax Procedure Law, if the books are not kept electronically or are not sent to the Revenue Administration in an approved manner, the books in question are deemed not to have been kept at all. This puts the business in a risky position in tax audits.
In addition, irregularity and special irregularity penalties come into play. These penalties may vary depending on the size of the company and the extent of the violation. Most importantly, if the books are deemed not to have been kept at all, there will be serious commercial and financial sanctions. This situation also negatively affects the company's reputation.
For this reason, it is of great importance for businesses within the scope of the e-Ledger obligation to make the necessary applications on time and carry out their processes completely. This obligation can be easily fulfilled by obtaining the necessary software and integration support.
