Why is EUR.1 Certificate Used?
EUR.1 certificate is an official document that certifies the origin status of an exported product and provides customs advantages within the scope of preferential trade agreements implemented between certain countries. This document is issued to prove that the product originates from the European Union or relevant agreement countries and is submitted to the customs administration of the importing country. Its main purpose is to clearly and verifiable reveal in which country the products are produced or have undergone sufficient workmanship.
The EUR.1 document is of critical importance for the implementation of advantages such as reducing or completely eliminating customs duties within the framework of free trade agreements. For this reason, the document is considered more than just a document, but also a legal and commercial tool that directly affects costs in international trade. In case of incorrect or incomplete regulation, serious tax differences and penalties may be encountered in the importing country.
What is the Use of EUR.1 Certificate?
The main function of the EUR.1 document is to ensure the benefit of preferential tax application within the scope of trade agreements in force between exporting and importing countries. Thanks to this document, the importing company can be exempt from the customs duties it must pay under normal circumstances or face lower rates. Therefore, the EUR.1 document is an element that directly affects the cost of trade for both the buyer and the seller.
At the same time, the EUR.1 document provides transparency and traceability in customs procedures. The production process, origin and commercial history of the product are evaluated more clearly by customs authorities. This creates operational reliability, especially for companies that export high volumes and regularly, and contributes to preventing possible customs disputes.
For Which Products Can EUR.1 Certificate Be Issued?
EUR.1 certificate can be issued for products that are covered by free trade agreements and meet the rules of origin. These products generally include industrial products, agricultural products and certain processed food groups. However, EUR.1 certificate cannot be automatically issued for every product; The product must use a determined amount of domestic input in the production process or must have undergone sufficient workmanship.
Whether the rules of origin are met or not depends on the criteria determined according to the GTIP number of the product. While completely domestic production is required for some products, a certain amount of added value may be sufficient for some products. For this reason, it is of great importance to perform a detailed origin analysis on a product basis before the EUR.1 certificate is issued. Otherwise, even if the document is issued, it may not be accepted by the importing country.
Can Export Be Made Without EUR.1 Certificate?
It is legally possible to export without the EUR.1 document; However, in this case, the export is carried out outside the preferential trade regime. In other words, the importing country applies standard customs duties for the product and tax advantages arising from free trade agreements do not come into play. This situation may put the exporter at a disadvantage, especially in markets where price competition is intense.
However, in some cases it is not mandatory to issue an EUR.1 document. The document may not be needed in special cases such as the importer company not claiming tax advantage, the product being outside the scope of the agreement, or low-cost shipments. However, for companies that export regularly and sustainably, the EUR.1 certificate should be considered an important tool that increases competitiveness and strengthens commercial relations.
